A waterfall provides several functions that should be considered in your design. The obvious one is appearance, it should look good, but also consider sound and aeration of the water for fish and plants. One of the nicest features of a waterfall is the sound it makes. Water falling onto another rock or falling into a pond sounds differently. The distance that the water falls affects the volume. Since it's not easy to make major adjustments after the fact you should try to make it right the first time. Like we've often said with our yard project go out and find natural settings that you like and try to recreate it. With a waterfall go to other garden spots, landscape stores or out into nature. Listen for the sound you want and take pictures of the ones you like. Just like our river we put a pond liner the entire length of the waterfall. First we placed the large flat stones for the weir (the wide flat area that the water goes over) and cemented them in place with mortar. For the back of the waterfall we started cementing rocks from the bottom to the top. Mix the size of rocks to make it look as natural as possible. If your waterfall is not vertical but sloping you may not have to cement the rocks.
